The refinery is undergoing modernization, with tank foundations for 21,000 tons of oil products already prepared. A high-quality gasoline production unit is also under construction, with completion expected by the end of 2027.

The upgrade, led by U.S.-based SPEC ENGINEERING INC., will enable compliance with Eurasian Economic Union standards (K-4 and K-5). The $409.9 million project is funded through $200 million from the investor, $109.9 million from the state, and $100 million from Kyrgyzneftegaz OJSC. This marks the first refinery of its kind in Central Asia.
