KazMunayGas and French Air Liquide discuss progress of hydrogen project at Pavlodar Oil Chemistry Refinery

A recent pivotal meeting at KazMunayGas (KMG) headquarters brought together Chairman of the Board Askhat Khasenov and Air Liquide's Vice President for Business Development, Philippe Christodoulou. The primary agenda item was the discussion of an exciting project involving the construction of a new hydrogen production unit at the Pavlodar Petrochemical Plant (PPCP). This strategic initiative aims to modernize Kazakhstan's oil refining sector, boosting the competitiveness of domestic petroleum products in the global market.

The new hydrogen unit, with a capacity of 12,500 m³/hour, will play a vital role in PPCP's production process, enhancing the output of light petroleum products like gasoline and diesel fuel. Notably, the project focuses on producing winter diesel fuel, crucial for regions with harsh climates that demand top-quality fuels. The joint venture Air Liquide Munay Tech Gases (ALMTG), a collaboration between KMG and Air Liquide, is spearheading this significant endeavor.

Hydrogen is a key player in oil refining processes, aiding in filtering crude oil to eliminate impurities like sulfur, nitrogen, and metals. These processes enable the production of superior fuels meeting global environmental standards, ensuring the reliability of modern engines. PPCP currently operates a hydrogen unit with a 20,000 m³/hour capacity. The new unit, alongside the existing one, will provide PPCP with added flexibility and reliability in production, enabling consistent supply of petroleum products to Kazakhstan's domestic market.

The project to establish the new hydrogen unit is part of a comprehensive agreement between KMG and Air Liquide signed in November 2022. This agreement involves a 100 million euros investment in various oil and gas projects, with a substantial portion dedicated to the hydrogen project at PPCP. The new unit will increase the plant's oil refining depth from 84.2% to 88.3%, enhancing its economic efficiency. With a total estimated cost of 660 million euros, this project underscores its scale and significance to the country's economy.

Air Liquide, a renowned chemical company founded in France in 1902, specializes in industrial gas production and holds a prominent global market position spanning 75 countries. Established in 2016, Air Liquide Munay Tech Gases (ALMTG), a joint venture between Air Liquide (75%) and KazMunayGas (25%), has successfully completed several major projects in Kazakhstan. These include the operation of hydrogen and nitrogen production units at the Pavlodar and Atyrau refineries, and the construction and operation of a new nitrogen production facility near Atyrau at the Karabatan site.

PPCP, a significant oil refinery in Kazakhstan built in 1978, processes crude oil from Western Siberian fields and has a yearly capacity of 6 million tons. The plant's operations encompass primary oil processing, blending and distribution of petroleum products, as well as thorough processing of fuel oil and other heavy residues. PPCP produces a diverse range of petroleum products, including various grades of automotive gasoline, diesel fuel, aviation kerosene, fuel oil, liquefied hydrocarbon gases, sulfur, bitumen, and petroleum coke.

The collaboration between KazMunayGas and Air Liquide, represented by Askhat Khasenov and Philippe Christodoulou, showcases Kazakhstan's dedication to innovation and sustainable development in the petrochemical industry. This project will not only strengthen Kazakhstan's position in the local market but also create opportunities to export high-quality petroleum products internationally. Moreover, implementing the hydrogen project at PPCP is crucial for Kazakhstan's energy security, reducing reliance on imported petroleum products and bolstering the country's economy and industrial growth in the long run.

Additionally, this new initiative will significantly contribute to improving Kazakhstan's environmental landscape. Implementing modern hydrotreating technologies and enhancing the quality of petroleum products will reduce harmful emissions, benefiting public health and the overall environmental conditions in the region. In the global shift towards sustainable development and carbon footprint reduction, Kazakhstan demonstrates its commitment to participating in international environmental initiatives and upholding global environmental safety standards.

The partnership with Air Liquide opens doors for Kazakhstan, granting access to advanced technologies and international expertise. This collaboration not only advances the oil refining industry but also strengthens international relations, fostering a more robust and sustainable economy capable of withstanding contemporary challenges. France's interest in expanding influence in Central Asia reflects an understanding that the region requires new energy technologies to address energy shortages effectively.
