Kazakhstan polyethylene Tecnicas Reunidas cooperation

The Polyethylene project involves the construction of a polyethylene production plant with a capacity of 1.25 million tonnes per year in the Atyrau region in western Kazakhstan. The purpose of the meeting is to discuss the details of the current cooperation between KMG and Tecnicas Reunidas regarding the development of design documentation for a steam cracking unit for a future polyethylene production plant.

In November 2022, the state fund Samruk-Kazyna, KazMunayGas, SIBUR Holding and Polypropylene, Polyethylene operating companies signed the basic documents to form the joint ventures on the basis of Kazakhstan Petrochemical Industries and Silleno LLP (Polyethylene project). The parties determined the terms of the partnership in the joint venture and the procedure for selling the enterprise’s finished products.

In May 2023, an agreement with Chinese Sinopec to join the Polyethylene project as a full partner was signed. According to KMG, KazMunayGas owns 40%, Sinopec - 30%, and Russian SIBUR - 30% in the project.

The estimated cost of the project is $7.7 billion. The plant is expected to be completed in 2028.The polyethylene plant project is at the feasibility study stage of FEED (basic engineering). The final investment decision is expected in mid-2024.

Tecnicas Reunidas is an international EPC company engaged in construction and project management. It provides a full range of engineering services, including feasibility studies, design, procurement, and turnkey construction of industrial facilities in the oil and gas, petrochemical and other industries. In 2020, Tecnicas Reunidas opened an office in Astana.

The company has a license for the first category for design and construction. The company has undertaken to design a new ammonia-urea complex for KazAzot Prime LLP in the Aktau seaport.

National Company KazMunayGas JSC is the national operator for exploration, production, processing and transportation of hydrocarbons. The company represents the state interests in the oil and gas sector of Kazakhstan.
