Kazakhstan may establish its own engineering centre for petrochemical project design

The Spanish engineering company Tecnicas Reunidas will assess the potential for creating a Kazakh engineering centre focused on designing petrochemical facilities. It is proposed that the centre will be established in conjunction with the ongoing construction of the Silleno polyolefin complex.

Tecnicas Reunidas serves as the EPC contractor for the steam cracker unit at the polyethylene production facility within the Silleno project. As part of these negotiations, the operator of the complex, Silleno, and Tecnicas Reunidas agreed to prioritise Kazakh producers of goods and services, as well as local specialists and personnel, during the project’s implementation. A corresponding memorandum was signed by the companies following the discussions.

Preparatory work for the construction of the polyethylene complex in Kazakhstan began in September 2024 in the National Industrial Petrochemical Technopark special economic zone in the Atyrau region. The facility will have a production capacity of 1.25 million tonnes per year. The project operator is a joint venture comprising Sibur, KazMunayGas, China’s Sinopec, and KMG PetroChem.
